procurement process was originally an open procedure exceeding the EU threshold level,in accordance with the Act on Public Procurement and Concession Contracts (1397/2016). No tenders were received concerning this TA. Finnish National Agency for Education contacted Cowater International Finland, Enable Ed and Häme University of Applied Sciences (HAMK) to inquire about their interest in this TA. \nCowater International Finland and Enable Ed made an offer to this TA, including price forms, expert’s requirements and methodological notes. Based on their offer, Cowater International Finland was considered to be most fit to be selected as the supplier.
