Takuun tuli kattaa kontin rakenteet, sekä rakennettavat ilmastointi-, kosteuden- ja pölynpoistojärjestelmät. Lisäksi kuivurikontin ja kuivurilaitteiston toimittajille asetettiin yhteistyövaatimus.\n\nKuivurikontin osalta tuli huomioida ilmanvaihto, pölyn- ja kosteudenpoistovaatimukset. Kyseessä on sisätyöskentelykontti, joten kontissa tulee työskentelemään yhtäaikaisesti neljä (4) henkilöä. Kontin rakenteille, materiaaleille, ilmanvaihdolle, pölyn- ja kosteudenpoistolle asetettiin erityisiä vaatimuksia elintarvikehuoneistoksi kelpaavuuden ja työturvallisuuden osalta. \n\nMääräaikaan mennessä saatiin yksi (1) tarjous TP 1. osa 1. Kuivurikontti. Tarjouksen jätti Vilart Teemu Heinonen Oy (FI2371743-4) .  Työpaketti 1. osa 1. kuivurikontin tarjoushinta oli 48.900 €, alv 0 %. Tarjoushinta oli tarjouspyynnössä esitetyssä hintahaarukassa. Tarjous oli tarjouspyynnön mukainen ja pakolliset vaatimukset täyttyivät. Tarjous päätettiin hyväksyä hanketeknisistä ja hankkeen toteutusaikatauluun liittyvistä syistä, vaikka kilpailutuksessa saatiin vain yksi (1) tarjous tarjouspyynnön osaan 1. Kuivurikontti.\n\nTyöpaketin 1. osa 1. kuivurikontin tarjouspyynnössä hankinnan ennakoidun kokonaisarvon arvioitiin olevan 45.000 € - 50.000€. EU-hankintakokonaisuus on jaettu tarkoituksenmukaisiin osiin ja kilpailutettu hanketeknisistä syistä ja hankkeen aikataulusta johtuen hyväksytyn hankesuunnitelman mukaisesti työpaketti (1-4) kerrallaan. Hankinta toteutettiin avoimena menettelynä.\n\nLappian arviointityöryhmän lausunto toimittajavalinnasta ja tarjouksen hyväksymisestä:\nKuivurikontti on innovatiivinen toteutus, jota ei ole yleisesti saatavana markkinoilta. Vilart Teemu Heinonen Oy rakentaa kontin omalla tehtaallaan, joten kuivurikonttiin on mahdollista tehdä tarvittaessa muutoksia, kun kuivurikontin laitteistoa asennetaan. Hankinnan uudelleen kilpailuttaminen ei ole suhteellisuusperiaatteen mukaista, kun huomioidaan, että kyseessä on innovatiivinen toteutus, jota ei ole valmiina saatavana markkinoilta, joten uudella kilpailutuksella ei todennäköisesti saataisi muita tarjouksia.\n\nArviointityöryhmän arvio:\nHankintayksikkö arvioi tarjouskilpailun kulun ja totesi, että kaikki Living Labs elintarvikekäsittelykontit työpaketit 1-4 on kilpailutettu samaan hankintakokonaisuuteen kuuluvina EU-kilpailutuksina avoimena menettelynä. Potentiaalisille tarjoajille on järjestetty kaksi (2) avointa, erillistä markkinavuoropuhelutilaisuutta. Hankintakokonaisuudesta on julkaistu suunnitteluilmoitus ja jokaisen työpaketin kilpailutuksessa on tiedotettu aiemmin kilpailutetusta, hankintakokonaisuuteen kuuluvista, sekä tulossa olevista hankinnan osien kilpailutuksista. The supplier of the drying container was required to take full responsibility for delivering a drying container suitable for food processing and occupational safety of indoor work. \n\nFor the drying container, ventilation, dust and moisture removal requirements had to be taken into account. This is an indoor working container, so four (4) people will be working in the container at the same time. Special requirements were set for the container's structures, materials, ventilation, dust and moisture removal in terms of suitability as a food premises and occupational safety. One (1) bid was received by the deadline for TP 1. part 1. Drying container. \n\nThe bid was submitted by Vilart Teemu Heinonen Oy (FI2371743-4). The bid price for the work package 1. part 1. drying container was €48,900, VAT 0%. The bid price was within the price range presented in the request for tender. The bid was in accordance with the request for tender and the mandatory requirements were met.
