Hankinnan kuvaus

The Ministry for Foreign Affairs is opening this call for Expression of Interest (EoI) in negotiated procedure to search for the appropriate Technical Assistance (TA) team for the management of STIFIMO.

The interested parties are hereby invited to express their interest to tender which will include the appraisal of the STIFIMO programme document and a presentation of the implementation plan.

Finland is providing funding for the Programme of Cooperation in science, Technology and Innovation between Finland and Mozambique (STIFIMO). The purpose of STIFIMO is to enhance the Mozambican national science, technology and innovation system in order to contribute to the economic growth and poverty alleviation in Mozambique.

The programme will address the following key problems of the Mozambican science, technology and innovation system: (a) the low effectiveness of its institutional infrastructure, (b) its insufficient outreach to society, in particular to rural areas, (c) the weak role of the private sector, (d) insufficiency of human resources, and (e) the lack of a culture of innovation.

STIFIMO aims to solve these five interdependent problems at a national, regional and district level. The national level focuses on institutions that have a national mandate or scope, while the regional level focuses in the first phase on three predominantly rural provinces (Nampula, Tete and Gaza) and two to four districts in each of these provinces, along with Maputo City.

STIFIMO recognizes that the Mozambican innovation system needs urgently to accelerate the delivery of innovation and knowledge services in particular in support of rural and poor communities. In addition to strengthening scientific and technological capabilities throughout the system, particular emphasis will be put to foster “grass-root” and “community innovation” processes.

The TA team to be tendered will support the Ministry of Science and Technology of Mozambique (MCT) in the day-to-day management and administration of the programme. The long-term TA team is required to cover a range of domains of knowledge and expertise, as presented in the Programme Document (Annex A). Given the holistic nature of STIFIMO, the TA team will be required to work closely together and to complement each other’s knowledge and expertise. Thus, the TA team will embody a pool of expertise for the programme as a whole.

The financial management of STIFIMO will be partly handled through the financial systems of the Ministry of Science and Technology of Mozambique and partly through the TA contractor.

The Finnish contribution that will be channeled through the TA contractor is € 5 500 000 (five million five hundred thousand Euros) and will consist of fees and reimbursable costs for the international long-term and short-term technical assistance, programme administration, operational funds, monitoring and evaluation as well as contingencies.

When submitting the EoI, the Tenderer shall indicate a key resource person for the planning of the project. The key person shall lead the Tenderer’s participation in the negotiated procedure.

The Ministry for Foreign Affairs shall give the shortlisted contractors a lump-sum fee of € 25 000 (twenty five thousand Euros) for the Immaterial Property Rights.

The procurement is based on the Development Cooperation Contract between the Partner Country and the Government of Finland represented by the Ministry for Foreign Affairs of Finland. As Finnish Act on Public Contracts (348/2007) 21 § defines, service concessions and public contracts concluded by the Foreign Affairs administration relating to development cooperation contracts are made according to the rules set for the National Procedure, nevertheless the actual total value is above or below the EU-threshold.
